Abstract
The genesis of this text is the personal experience of a university professor and researcher who, as the Municipal Secretary of Education for the City of São Paulo, managed 1,300 schools and over 60 thousand employees. The text underscores that the concepts developed by education up to the end of the 20th century are insufficient for explaining the contradictions of society and that concepts of technologies used in education are not adequate for understanding information technology applied to education as an educational project. Providing an inclusive and quality education is pointed to as a challenge in the text. Digital inclusion is defended as a concept that should be expanded beyond providing equipment and access to the worldwide web. Overcoming digital exclusion requires articulation of society's vital forces, whether to absorb them or to create innovations together, in service of its political and cultural projects. The ALFA-digital project is presented as part of a government strategy in conjunction with the Electronic Government project, which creates more democratic spaces for management of the city and the life of the citizens of São Paulo. The text concludes that people must be inserted in networks and guided. However, an intentional and educational process is needed that goes along with significant learning procedures, mediated by the network. The basis for new so-called digital inclusion projects is the idea that socialization of systems is a right that enhances citizenship and improves living conditions.
